What is the cosmetic safety assessment? 

The cosmetic safety assessment is a scientific evaluation conducted to ensure that a cosmetic product is safe for human use. In many regions, such as the European Union, safety assessments are a legal requirement to be met before placing a cosmetic product into the market.  

What does a safety assessment involve? 

There is no formalistic approach to the safety assessment process. However, as a general principle, the major basis for the evaluation is provided by considering the toxicological profile of ingredients. This process involves analysing the ingredients, their concentrations and any associated risks, assessing exposure and calculating the margins of safety. 

A cosmetic safety assessment also includes the evaluation of microbiological quality and stability of the cosmetic product. 

Who conducts these assessments? 

Article 10 of Regulation (EC) No 1223/2009 states that this process shall be carried out by a person in possession of a diploma or other evidence of formal qualifications awarded on completion of a university course of theoretical and practical study in pharmacy, toxicology, medicine or a similar discipline, or a course recognised as equivalent by a Member State. The person in charge of assessing the safety of the product is commonly called the safety assessor.
